Telangana GoM discuss issues over bifurcation

The government on Friday said the GoM - chaired by Union home minister Sushilkumar Shinde and attended by petroleum minister Veerappa Moily, health minister Ghulam Nabi Azad, rural development minister Jairam Ramesh and minister of state for personnel V Narayanasamy - discussed the approach and methodology to be adopted by it.

"The GoM would like to assure all the people of Andhra Pradesh that the relevant issues as well as their concerns would be addressed with fairness and objectivity. The GoM would take opinion of stakeholders on all important subjects while formulating its recommendations," said a government release.

Speaking to newspersons soon after the meeting, home minister Shinde said with finance minister P Chidambaram unable to make it to the GoM meeting today as he is on a foreign tour and defence minister A K Antony too missing due to health reasons, a full-fledged meeting of the panel would be held only on October 19. "We will decide on how to go about the bifurcation based on B N Srikrishna report, status reports to be submitted by various ministries including water resources, HRD, urban development, road transport and highways, etc and information furnished by the Andhra Pradesh stakeholders," he said.

The GoM is unlikely to visit Andhra Pradesh during the course of its deliberations. Sources said the views of Seemandhra leaders will be taken before zeroing in on the capital of the residual state of Andhra Pradesh. "The Centre will give special funds to Seemandhra for development of the new capital," said a senior Union minister.

A special economic package for backward regions of Rayalaseema and coastal Andhra will also be worked out by the GoM.
Even as the GoM goes about its work, the Centre is becoming increasingly reluctant to exercise the option of imposing President's rule in Andhra Pradesh.

Also, making Hyderabad a Union Territory for the 10 years during which it will serve as common capital of both Telangana and the residual state, is a distant option, given the stiff opposition of Telangana Rashtriya Samiti (TRS). "We do not see any major administrative problem in Seemandhra being governed from Hyderabad," a senior minister told TOI.
NEW DELHI: The Group of Ministers (GoM) on bifurcation of Andhra Pradesh, which held its first meeting here on Friday, has asked the various nodal ministries to come up with status reports on subjects covered in its terms of reference. A similar report has also been sought from the Andhra Pradesh government to take forward deliberations of the GoM, scheduled to meet here next on October 19.
